Canadian Documents for a China Work Permit: Degree, Police Check, Apostille and Translation
"For Canadian applicants, the hard part is not only getting an Apostille. It is choosing the right Canadian document before China reviews the work permit file."
Canadian applicants often search for China work visa degree notarization, Canadian degree 公证, or Canada Apostille for China work permit because two systems are colliding. Canada decides which authority can issue the Apostille. China decides whether the resulting file is acceptable for the work permit application.
That distinction matters. Since the Apostille Convention took effect in Canada on January 11, 2024, Canadian public documents within the Convention route can usually be apostilled by a Canadian competent authority for use in China. But the Chinese work permit office, employer, or visa agent can still ask for a specific document format, time limit, scan quality, or Chinese translation.
The Canada-to-China rule in one paragraph
China's Apostille Convention date was November 7, 2023. Canada's was January 11, 2024. The Chinese Visa Application Service Center notice for Canada explains that from January 11, 2024, Canadian public documents within the scope of the Convention only need an Apostille from Canadian competent authorities before they can be sent to mainland China for use, and Chinese embassy or consulate authentication in Canada is no longer required for that route.
That does not mean every Canadian file is automatically accepted. The same notice warns applicants to check with the Chinese user in advance about format, content, validity period, translation, and other specific requirements. For a China work permit, that user is usually the local work permit authority acting through the employer.
Document 1: Canadian degree proof
For a China work permit, the highest degree or academic qualification is one of the most sensitive documents. Shanghai's work permit guide describes highest degree or academic qualification certificate and verification as part of the file, while Shenzhen's FAQ says overseas degrees from Apostille Convention countries can use an Apostille issued after China's Convention effective date.
For Canadian education documents, do not start with the applicant's passport. Start with the document: Canadian diploma, transcript, graduation letter, degree confirmation letter, or notarized copy. Global Affairs Canada says original Canadian college and university diplomas from recognized post-secondary institutions generally do not need to be notarized for authentication, while original transcripts signed by the registrar generally do not need notarization. Letters such as graduation or enrollment letters must be notarized.
Document 2: Canadian no-criminal-record proof
The no-criminal-record certificate is not the same task as the degree. Shenzhen's FAQ says a no-criminal-record document should be issued by police, security, court, or similar authorities from the applicant's nationality country or habitual residence, and that Apostille can replace consular authentication when the issuing country is in the Convention route. It also says the certificate should be issued within six months.
For Canada, applicants often need to decide between an RCMP fingerprint-based certified criminal record check and a provincial or municipal police document. Global Affairs Canada says RCMP headquarters documents from Ottawa do not need notarization if they have the required Director General signature and official RCMP dry seal, while provincial or municipal police documents need notarization before being sent to Global Affairs Canada.
Where the Apostille comes from
The correct Canadian authority depends on where the document was issued or notarized. Global Affairs Canada handles Government of Canada documents and documents issued or notarized in Manitoba, New Brunswick, Newfoundland and Labrador, the Northwest Territories, Nova Scotia, Nunavut, Prince Edward Island, and Yukon.
Five provinces have their own competent authorities for documents issued or notarized in those provinces: Alberta, British Columbia, Ontario, Quebec, and Saskatchewan. This is why notarization is not a small detail. If a Canadian degree copy is notarized in Ontario, the route may be Ontario's competent authority. If it is notarized in Manitoba, it may go to Global Affairs Canada.
Chinese translation is a separate layer
Apostille proves the public-document chain. Translation makes the file usable by the Chinese work permit system. Shenzhen's FAQ says foreign-language materials must upload corresponding translations, with English sometimes translated by the employer and stamped by the employer, while other languages generally need a professional translation agency seal.
For Canadian files, the practical question is whether HR can translate the English documents itself or whether the city wants a professional translation. The safest approach is to translate the complete packet, including the Apostille page and notarization certificate if one exists, not only the diploma or police check page.
The Canadian applicant's file map
A workable Canada-to-China file usually has four layers: the source document, the Canadian authority layer, the Chinese translation layer, and the employer upload layer. For a degree, that may mean diploma or certified copy, Apostille from the correct authority, Chinese translation, then work permit upload. For a police check, it may mean RCMP or local police document, notarization if required, Apostille, Chinese translation, then upload.
Keep every page together. Do not separate a notarized copy from its notarization certificate or Apostille. Do not crop seals, signatures, document numbers, or QR codes. Administrative reviewers are looking for a chain of trust, not a pretty PDF.
Questions to ask HR before spending money
Ask HR five questions before ordering documents: which Chinese city will review the work permit, which document will count as my highest degree proof, do you want RCMP national police check or will a local police certificate work, who will translate the file, and do you need originals for later inspection after I enter China?
A strong employer should answer with a city, category, and document route. If the answer is only `please notarize everything`, slow down. In Canada, notarization can change which Apostille authority handles the document, and notarizing the wrong document can waste weeks.
