China Work Permit Documents Checklist: Degree, Criminal Record, Medical and Employer Files

"A China work permit application fails less often because one document is impossible, and more often because the file is assembled in the wrong order."

The work permit file is not just a personal visa packet. It is a joint file created by the foreign applicant and the Chinese employer. The applicant proves identity, education, background, health, and experience. The employer proves the job, the hiring reason, company legitimacy, and ability to sponsor the case.

Because the file touches both sides, confusion is common. The candidate may be waiting for HR to provide an official list, while HR is waiting for the candidate to authenticate a degree or criminal record overseas. The safest workflow is to split the checklist by owner and by risk.

Applicant documents

Most work permit files include the passport information page, recent photo, CV or resume, highest academic certificate, work experience evidence if required, no-criminal-record certificate, health or medical examination material when requested, and signed employment contract or offer details. Some local systems also ask for Chinese-language versions or structured forms.

The highest-risk items are usually the degree and criminal record because they often need authentication or Apostille before they can be uploaded. Passport scans and photos are easy to fix. Overseas public documents can take weeks.

Degree and academic proof

For foreign degrees, confirm the route before doing anything: Apostille for many Convention-country documents after November 7, 2023, traditional consular authentication for non-Convention routes, or a Chinese academic certification institution where the local authority allows or asks for it. For mainland Chinese degrees, prepare the local academic verification material requested by the work permit office.

Do not assume a transcript replaces a degree certificate. In some cases a transcript helps support the file, but the authority may still want the highest degree or academic certificate. If the candidate has only a provisional completion letter, ask the employer whether the local office will accept it before relying on it.

No-criminal-record certificate

The no-criminal-record certificate can create the same authentication problem as the degree. It is normally a public document from the applicant's country or long-term residence jurisdiction, and local work permit offices may require Apostille or consular authentication depending on the country route.

Timing matters. Many Chinese local instructions treat criminal record certificates as time-sensitive. If a certificate is too old by the time the employer submits the file, the applicant may have to repeat the process. Start it early, but not so early that it expires before use.

Translation files

Any non-Chinese document can trigger a translation requirement. Shenzhen's FAQ gives a useful practical distinction: English materials may be translated by the employer and stamped in some cases, while other languages generally need a professional translation company seal. Other cities may prefer a different standard, so HR should confirm locally.

The translation should match the authenticated document exactly. Keep names, dates, degree titles, school names, and issuing authorities consistent. If the passport says `Jonathan A. Smith` and the degree says `Jonathan Andrew Smith`, prepare an explanation before the officer asks.

Employer documents

The employer side can include the application form, letter of intent or employment contract, report on the reason for employment, business license or registration details, company account in the work permit system, and sometimes evidence connected to the job category. Shanghai's guide lists employer-submitted items such as an application form, letter of intent, employment reason report, Chinese-language CV, degree materials, work qualification documents, no-criminal-record material, medical report, passport, photo, and contract.

This is why a personal document checklist is not enough. A perfectly authenticated degree does not solve the case if the employer is not qualified, the job title is inconsistent, or the salary and category do not support the work permit application.

Upload order and file hygiene

Build the file in this order: identity, job and employer, category basis, degree, work experience, criminal record, medical, translations, and special explanations. Use clear file names and scan every page of each authentication chain. Do not separate the Apostille page from the notarized copy it belongs to.

Before submission, HR and the applicant should do a thirty-minute file audit together. Read names letter by letter, check dates, confirm translation seals, and verify that the degree country route matches the latest Apostille or legalization rule. That small audit prevents the most common avoidable delays.
